It is described as an Amphitheater by the Jordanian tourist board. It is also classed as an Amphitheater by the Roman antiquities association, so I am happy to call it an Amphitheater

Yes! There is an actual path down there. It's a LOT of stairs but easier than navigating the crazy streets. If you go to Open Street Maps and zoom in on the Citadel, just past the parking, you'll see a dotted red line to the theater. Those are the stairs. Basically, you walk from the Citadel, through the parking lot and keep right. You'll walk down a street and then see a set of steps between buildings. You just keep going down and you'll see the theater at various points. Crossing the street is a challenge, so look for other people crossing and go with them!
