It depends on what you mean. They could be considered the first band that was actually called punk and they are common cited as the first "true" punk band. They certainly came before the Sex Pistols and any of the UK bands. However, the punk "sound" had been around since earlier. The Sonics were punk AF and they were from the mid-60s.

I would say they are a punky mainstream band before they are a mainstreamy punk band - I would say NOFX is more that. Maybe Billie Mike and Tre still identify as and with punk.
