Neo-noir (and just film noir cause that's in there too) is bluesy and moody with the sound of jazz from the 40s and 50s. Bohren and Der Club of Gore is one of the more prominent examples, as is The Kilimanjaro Darkjazz Ensemble. I tend to mix it in with more beat heavy lo-fi stuff.
