Quantity imo is quite meaningless when playing as Russia when you have the Orthodoxy and can get get 33% manpower modifier from that alone and with lot of land around that is easy to conquer which on its own can lead to a big army.

Infrastructure could be an option just due to the reduced states governing cost, you're going to have a lot of land so reducing governing cost a bit helps. Offensive for faster sieges perhaps. #2.
