You can kind of tell by the price if your buying just the sim card or the starter pkg. FYI, they now have AT&T sims in stock. HERE

I can get internet service with my mifi/hotspot from At&t but my phone says "Emergency Calls Only" I have talked to tech support, taken it to the store and gotten a new SIM card. It works for about two to three hours and then it goes back to "Emergency Calls Only".

If the screen is locked, it's possible you could, and do a factory reset (in hopes that the "killswitch" isn't active). If it was wiped and is carrier-locked, you need to put in a SIM from that carrier or contact them to get the unlock code.
