But my photos won’t upload. Also, since this has been happening my apps have been force closing. This has been the biggest annoyance I’ve have had with iPhone.

Then when I go onto the Settings to check my iCloud storage it shows that I am only using 1.4 GB out of five GB. I also turned most of my apps off for the update so that there should be plenty of storage space to do the download.

I say directly, because there are some indirect things you can do - you can offload little-used data and apps to iCloud, thus freeing up space on your phone, but having, say, 2TB of iCloud Storage does not magically give you 2TB of storage on your phone itself.
